About the laboratory:

The Central Forensic Science Laboratory (CFSL), Kolkata a premier forensic institution was established in 1957 under the aegis of Intelligence Bureau, M.H.A., Govt. of India to provide forensic support in investigation of criminal and civil matters with four disciplines viz., Ballistics, Biology, Chemistry and Physics. The first Central Forensic Science Laboratory under Government of India was headed by Sh. Brijender Badoniya as its Director.

Then, in 1973, CFSL, Kolkata was brought under its administrative control the Bureau of Police Research & Development (BPR&D) under Ministry of Home Affairs, Govt. of India, New Delhi.

In the year 1988 Government of India restructured the Forensic Science set-up and Forensic Science was brought under ‘Plan’. As a part of the scheme, two more divisions, viz., Toxicology and Explosives were established at CFSL, Kolkata.

A separate Directorate of Forensic Science (DFS), New Delhi was created in the year 2002 under the Ministry of Home Affairs, Government of India, to promote Forensic Science in India and also to give functional autonomy to Forensic Science.

In the year 2010 the office of the Government Examiner of Questioned Documents situated at Kolkata was merged with the CFSL under the administrative control of DFS.

As per OM No.25020/50/2010/PM-II dated 29/11/2010 issued by Govt. of India, MHA, PM-II Division, the Directorate of Forensic Science (DFS) transformed into Directorate of Forensic Science Services (DFSS).

NABL Accreditation:

The CFSL, Kolkata isanISO/IEC 17025 NABL Accredited Laboratory for forensic testing. 

Golden Jubilee Celebrations:

The CFSL, Kolkata which completed 50 years of its operations in January 2007 as a premier forensic institution of the country and celebrated its Golden Jubilee Celebrations on 31st January, 2007.

 Jurisdiction:

Bihar, Jharkhand, Odisha, West Bengal,Andaman& Nicobar Islands.

 Charter of Duties:

  • Scientific examination of Forensic exhibits, reporting of crime cases and deposing court evidence.
  • Crime Scene Management.
  • To provide high quality and on-time Forensic Science Services to the Criminal Justice Delivery System and technical supportand assistance to Forensic Institutions in the States and Union Territories.
  • To undertake Research & Development in various areas of Forensic Science for strengthening Forensic Services by utilizing financial grants and Fellowship Schemes for intramural and extramural R & D schemes.
  • To develop new technologies and create new scientific knowledge to assist the Criminal Justice Delivery System.
  • To establish linkages with National and International Scientific, Technical and Forensic Institutions and Universities for cooperation through Transfer of Technology, Skill Development, Exchange of Scientific Personnel and Sharing of Information.
  • To disseminate and promote knowledge in the field of application of Science and Technology by supporting/organizing Awareness programmes, Symposiums, Seminars, Hands on Workshops and National/International Conferences and
  • To promote Quality Assurance and Quality Control in forensic testing.
